Forum fosters high-quality partnerships for new industrialization

The upcoming BRICS Forum on Partnership on New Industrial Revolution 2025, to be held in Xiamen of Fujian province from Sept 16 to 17, will present the latest developments regarding several public products provided by China to foster BRICS cooperation.

The achievements from the five-year development of the BRICS Partnership on New Industrial Revolution (PartNIR) Innovation Center, or BPIC, will be outlined at the forum, and the China Centre for BRICS Industrial Competencies will be launched.

Under the guidance and support of the Ministry of Industry and Information Technology, the Xiamen bureau of industry and information technology, and the Center for International Economic and Technological Cooperation under MIIT will jointly undertake the construction work, establish a secretariat, and form a specialized international team to support the China Centre's daily operations and project implementation.

According to local officials, the China Centre will focus on promoting cooperation in industrial innovation, digital transformation, sustainable industrial development, and building an industrial capacity service platform. For industrial innovation, resources from platforms like the China-BRICS Science and Innovation Incubation Park for the New Era will be used to align policies and standards, fostering BRICS integration. In digital transformation, collaboration will be made to establish the Intelligent Manufacturing and Robotics Adaptation Center and integrate it with platforms like industrial capability sharing, enhancing adaptation to new technologies.

To promote sustainable development, Xiamen will leverage its green development lead to deepen BRICS cooperation in green technology and innovation, supporting green technology platforms and projects for better competitiveness and sustainable growth. Moreover, an industrial capacity service platform will be developed, ensuring that Chinese technologies, standards, and products better serve the BRICS market through continuous cooperation and industry matchmaking activities.

In addition to the China Centre, the forum will unveil the Xiamen node of the BRICS Digital Ecosystem Cooperation Network. This initiative will focus on "digital connectivity, industry-finance collaboration and hub building". It aims to create a digital ecosystem cloud to eliminate information barriers for digital economy enterprises in BRICS countries, providing comprehensive support for collaboration in digital capacity building, data flow, and technology sharing. The network will also introduce innovative industry-finance collaboration models, bringing together financial resources such as banks, investment funds, and tax and legal services to offer low-cost financing, legal due diligence, and financial and tax consulting, helping to foster the growth and development of the digital industry.

Another key announcement at the forum will be the introduction of the Intelligent Manufacturing and Robotics Adaptation Center of BPIC. This center will address the needs of Chinese enterprises expanding abroad and foster BRICS cooperation by focusing on "rules connectivity, capacity adaptation, and industrial collaboration". It will establish a standards consultation hub, an industrial support entity, and an ecosystem cooperation alliance. Over the next three to five years, the center aims to become an international hub for harmonizing rules and standards in intelligent manufacturing and robotics, a national center for adapting technologies and products for global markets, and a collaborative platform or industrial ecosystem partners.

Revolving around policy coordination, personnel training, and project development, the BPIC has dedicated itself to serving the BRICS group through constant efforts in more innovative initiatives, platforms, and activities.

For instance, the Institute for Digital Economy and Artificial Systems has utilized the digital economy and AI strengths of China and Russia within the BRICS framework. It aims to establish a top-tier research hub, a think tank for strategic industries, a platform for technological achievement conversion, and a channel for international talent cooperation.

Supporting projects like the BRICS multilingual multimodal large model system, the institute promotes innovative technologies and amplifies BRICS' influence in global AI and digital economy sectors.

General Technology BRICS (Xiamen­) Investment and Development, which oversees the development and construction of the headquarters project for the BPIC, is playing a role in fostering BRICS cooperation.

The BPIC headquarters project, with a total investment of 5.5 billion yuan ($772.35 million), aims to create an international complex encompassing diverse functions such as office space, research and development, and conventions. The project focuses on attracting industries such as new energy, biomedicine and cross-border e-commerce, providing policy and resource support for businesses.

Additionally, as a key strategic hub under the BRICS mechanism, Xiamen leverages its geographic advantages, industrial base and innovative environment to promote the BRICS Partnership on New Industrial Revolution. The city is dedicated to building a multi-layered cooperation system and has cultivated four types of BRICS demonstration projects. It has selected a batch of foundational, high-potential and representative projects that include intelligent transformation, digital transition, capability output, market expansion and talent introduction.

In a bid to accelerate industrial cooperation among BRICS countries, a series of themed matchmaking events have been organized, each tailored to different sectors and showcasing unique characteristics, with the aim of establishing a strong brand for collaborative project development. For example, the BPIC Project Matchmaking Event held in June centered on key areas such as new materials trade and innovation funds. The event saw the signing of 12 significant cooperation agreements, amounting to a combined value of 30.3 billion yuan in intended collaborations.

The BRICS Forum on Partnership on New Industrial Revolution 2025 is a platform for fostering global government policy alignment and helping enterprises expand collaboration opportunities. Focusing on AI, green development, the digital economy, and industrial innovation, the forum  facilitates business, academic and research exchanges. As well as the opening ceremony, outcome releases, high-level industry dialogues and subforums, it also features competitions, exhibitions and training sessions.

Building on last year's joint launch of the International Cooperation Initiative on New Industrialization by 15 countries, new participating countries will be introduced at the forum, and the initiative's action plan for 2025-2026 will also be released.
